Making celebrities!

I it possible to make non-controllable sims celebrities? Like if you are a celebrity and you become friends with them will they be a celebrity or is there some other way?

I can't say for sure, but it's definitely possible to make a Sim a celebrity by befriending him and hanging out.  It works the other way around when your Sims befriend a celebrity, so I don't see why it wouldn't.  Other than that, I don't know of another way.

There is a new option to testingcheatsenabled that allows you to shift-click a sim and set their celebrity status, if you want to go the quick, easy, cheaty route.

I've never seen it passed on to uncontrolled sims through normal interactions, or maybe I just wasn't looking.

NPC celebrity status doesn't get affected by celebrity player toons having social interactions with them.  Your celebrity sim can have a non-celebrity fiancé, and the fiancé's celeb status will only activate when you move him in or marry him.
