Starting a New Town and Custom Content

I am hoping that someone can help me.  I've been playing my Sims in the Riverview town.  I thought I would try a new town such as Starlight.  I clicked on a home to redecorate it and opened my custom content to start placing furniture and such, but everything that was available to me in Riverview is not available to me in Starlight.  It looks like only basic furniture is there.   I thought whatever town you were in the custom content would be there and not only in Riverview?  If someone can help, it would be greatly appreciated.

Custom content should be available in any town you open.  Is it possible that you are accidently have the filtering by catagory feature turned on?
