Adding a Bar to Upgraded Park

If I add a Bar to an upgraded park in can I hire a mixologist for a party? I want to throw a party/birthday at the upgraded Summerhill Springs in my Dynasty game.

A mixologist would already be there, but you can't hire one because you can't call for services on any lot except for the Sims home.

Thanks thesimslover828, I noticed I had a typo in there. It's in my upgraded park for my Immortal Dynasty. I was wanting to put a bar in for weddings and parties, but wasn't sure how the mixologist played in. Thanks again.
