I ws wondering the same thing, but for a later time in my personal legacy.
Right now I am on my third generation of one of my families and have a million dollars also; was wondering how to spend it. I have a lot of goals to reach in careers and adventures so I am not bored. Just don't need all of that money; the pile just keeps getting bigger and bigger. I am going to start working on the house, make it fancier, give everyone a nicer car. All kids when they turn teen get a car.
I know that when you move out an offspring who has turned YA you pay for their home. I don't know if you can buy the house before they move in and fix it up. I went through edit town and fixed up some homes for the kids. Wasn't as rich then but still remodeled them to nice homes.
Hadn't thought about collecting the gems and such to create sets, I generally sell them.
You could adopt and have the fun of fixing up some nice homes, or buying empty lots and building a home from ground up for them to move into. I really enjoy the building and remodeling of homes.
I guess that could be one way to populate the town.
