Seabody's right. I use the Traveller mod. But, for non-modders, the answer is no.

The house goes once your foreign spouse joins your household. However, if you have level 3 visa, you can go to edit town and set that house as ownable, then buy it as a vacation home.
This is what I would do, as I'm a non-modder, but this way MoMoll said works great. You won't be able to live the per-se, but if you get VISA 3, plus the LTR's related to travel, the certificate of partnership, and if you have TCE enabled and shift+click the moodlet from travelling, you can basically live in the other country.

I'm having trouble getting past Romantic Interest with Youssef Nagi from Egypt.  I even invited him to my home in Riverview after my vacation ended, they are at "Extremely irresistible", but there is no option to go steady. I met him in China, at base camp, if that helps.  Anybody have any ideas?
