Help! Can't Care for Baby!

I am playing a Dynasty and my founder just had a second child. Kid 1 is a toddler and all was normal for him, but with nooboo #2 all my commands bounce off... I tell mom or dad to give bottle, snuggle, play, etc, and all seems normal, but then it just disappears from the cue when it comes time to do it. I know it's not crib placement because she was able to put the baby in the crib after being born, but this is the first time I'm trying to get them to interact. I looked around but haven't seen a record of this happening before. Any advice? I hesitate to play the file right now, in case the social worker ends up coming...

Also, worst case scenario: if I can't get them to care for the nooboo and the social worker does come, do all the kids get taken, or just the neglected one? It would suck extra to lose my little heir!

Also:
No custom content, no mods, nothing unusual between the birth of child #1 and child #2... and it's both mum and dad who can't interact with the little one, so I doubt it's something in one of their inventories messing them up...

Sometimes during birth immediately after there is an interaction difficulty removing the child.  What you need to do is give the command to "Hold Child 2" before queueing up the snuggles and bottles.   This should take care of it.  If it doesn't, you should do resetSim on the child and have someone nearby that can take care of it.

To answer your second question, if the social worker takes a sim away, all young ones will be taken and your Sims will lose the ability to try for baby and they will not be able to adopt.

Wow I didn't know that I have never had a child taken away by the social worker so it is not something I have really looked into.

Thanks Ricalynn, that had never happened to me before. "Hold baby" worked like a charm!
