Basement is Vanilla?

For incase I am going to build a starters house for Vanilla Sims only I was wondering if the Basement did come with the vanilla game or an expansion. Something made me think it was with World Adventures but because I thought to read here somewhere some day that also a patch made this happen for everyone I was wondering if it since then was integrated into Vanilla Versions.

In other words: is a basement in the sims basic game stuff?

If they are patched up, users with just the base game will have basements.
