Yes you can only purchase certain lots on the ps3 unlike the pc version.

Yes and the houses and lots are very limited as well. Am I correct that there are only two per-made houses, or am I missing something?

Not played the games for ages but I think there is 2 Pre - Made Houses for EACH LOT not just 2 through out the whole game.
My memory may be wrong though but thats what I seem to recall, and don't forget that you can download lots from the exchange if you wish.
