Since when have children been able to wear the papergirl/boy uniform

My Sim aged up to child and mixed in with her everyday choices was the papergirl uniform when did this happen. It will just be my luck to play a decadynasty and start chatting to the papergirl for the NPC requirement only to find out it is actually a townie kid.

I haven't seen it, but I would guess that it got unlocked somehow.  But I don't think it will show up on townie kids.  It's probably just for the player to use.

I am trying to think if I have done anything special in my game to unlock it. There is a little unlocked padlock next to the clothing choice when dressing my Sim and she has the option to put on special uniform which I cannot recall being there before.

Oh well that is the wonder of the Sims always something new happening.
