I put the issues of Hidden Springs down to a routing problem in the World that causes Lag from stuck Sims etc. There is a lot of unroutable terrain in that world.

Hidden Springs is my absolute favorite town, and I haven't had any problems with it so far. It has a great layout for adding Late Night buildings, and I've been enjoying re-doing the entire town to suit my needs.
It also has plenty of places where you can add more lots.

Like a lot of other simmers here, I think Hidden Springs is a beautiful world, but to me it is a bit overpriced...
I've never had a legacy played in that hood yet, so I really can't say much about the lag of it but if there's routing issues in it then there will most likely be a lag there.  I own all of the Sims Store worlds and I have to say the only one I feel that was worth buying is Lunar Lakes because it is so different than any other world.  But that's just my opinion of course.

If you do buy Hidden Springs, I hope you enjoy it because it really is pretty and I enjoy the big spa that comes with it... looks great with Town Life Rabbitholes.
