What does it mean? It seems to come and go, sometimes it's the first, already filled "levels", sometimes the empty ones. After a year of simming I still can't figure it out.

That's the range of skills your sim needs for his/her career. If it's below the white line, you need more skill, and if it's above them you'll probably see yourself getting promotions fairly quickly.
