There is a playground in Riverview, adjacent to the street of houses with green roofs.  I've never seen kids there much, though.

I do see lots of sims of all ages at the community garden.  Maybe you could edit it in Edit Town to make it a little more kid-friendly and use it as a park?

I've never done an Edit Town before.  I think I will actually do some practice ones before I change this one.

I have some questions in that aspect, but I will take them to another thread in the right place.
