Is it possible to gift Sim points a someone on my friends list using sim points I already have?

Yes, you can gift simpoints.  If you look on the sims3  homepage, on the left hand side, it will give you an option to gift simpoints. :)

But I think that option is to actually buy them points. I think Sportsfan means to give someone some of his points that he already has. I don't think that is possible.

I don't think it's possible, either.  Also, you can't gift SimPoints to someone outside your country.  For example, I'm in the U.S. and I can't gift SimPoints to samoht04 in the U.K.  I can only gift to people in the U.S.
