Question about incense

Does incense only work in a room? Because I tried putting it on the ground next to my fisherman but he didn't get the moodlet.

I've used incense in hot tubs and at patio parties, and they work. Are you using it on your lot? Maybe that's the isssue.

Was the incense burning? You won't get the moodlet unless it is.

Yes, the area has to be enclosed by either walls or a fence.
