I think if you have the right bait, almost any lake will do.

This is pretty close to being true.  I'm looking at the Prima Guide and Angelfish are in the lakes or ponds.  Looks like there are three inland bodies of water and they all have Angelfish.

Angelfish are in various spots in the lakes above the waterfalls. Inspect the water where the fish are jumping and it should list the fish in that spot. If it says 'Angelfish' click that spot and make your Sim fish there. I didn't need any bait, but I think the bait to catch Angelfish is Alley Catfish.
