Is there a place where we can post Sim requests?

I was wondering:
1) Is there a place where we are allowed to make Sim requests or is that generally discouraged?
2) Or a place where people have already listed themselves as willing to take on Sim requests?

I'm unsure about your second question but you can request sims, patterns, etc. at the SwapShop requests thread.
