Changing Lot Types

Hello there, NerdySwagg5399 here 8)

I was wondering how I would change lot types in edit town mode.
When I click on a 'No Visitors Allowed' lot and I click the blacked out lock it says I need a cheat. Does anybody know what I'm talking about and what that cheat is?
I was also wondering how I change a community lot to a residential lot and vice versa.

Usually, this is as easy as clicking on that button and changing it.  I occasionally change lots to community lots to get community objects.  I've never seen any of the options blacked out.

Certain objects can't be placed on community lots, mostly stoves and cars.  Apartments might affect this, too, but I don't know that for sure.

What can you tell me about the lot you're trying to change?

I'm in Bridgeport at the moment and I am trying to change the City Hall from 'No Visitors Allowed' to community.

The Town Hall is the same in all towns. It can't be changed or deleted. I don't know though what the cheat is that it refers to.
Have you read the Forum Rules?
And please try to remember Capitals, Commas and Apostrophes when you post.

But technically it was changed.
In Sunset Valley, visitors are allowed.
In Riverview, visitors are allowed.
In Apaloosa Plains, visitors are allowed.
But in Bridgeport, visitors aren't allowed.

That change was made by the game developers though, who have more tools and abilities at their disposal. I meant that we as general players cannot alter city hall without a cheat (that EA apparently doesn't want to publicize)

I think the cheat you're looking for is "enableLotLocking true"  This cheat has to be entered after you've done the "testingcheatsenabled true" but this should allow you to change City Hall.    This is the cheat I used back when I could excavate.  It allowed me to place excavation sites on the base camp without destroying the lot.  After you've input the cheat, you will need to choose the lot again and actually hit the lock to unlock it.
