I don't think that cheat code actually works.   What does work is if you enter "testingcheatsenabled true" while in the main menu (the screen before you choose a game) then enter the game you wish.   Once the game has loaded, choose the Sim that you want the happiness points for.  Open up the Lifetime Happiness Reward tab then hold the control key down on your keyboard as you click between the treasure chest icon and the numerals.  This should add Lifetime happiness points in increments of 500.
