Go to a sims house and start performing interactions. After you become friends (cause romantic socials work best with higher level friendship) you can start going to romantic socials. There will be a meter showing where you are in the relationship and when it is full you get to the next level of relationship. I think the levels are romantic interest, date, partner, fiancé and spouse.

Well all the men in my town are my best friends and there has never been any romantic socials. I do all the things it will let you do in the being Romantic selection but to no avail. I only get best friends.

Hmm… look in the relationship panel to see if any of them have a sub bar under their name to show a relationship. The best friends might be covering that up.

Even if they are in a relationship with someone else you can still have a relationship with them and then they will move in with you when you are married.
