Sims 3 Pets

Hi, I'm looking to buy a Christmas gift for my sister and she wants Sims 3 (Pets) for the Xbox 360.  Is Sims 3 Pets considered a successor for Sims 3?  So everything in Sims 3 will also be in Sims 3 Pets (plus the extra features)?
