Changed the Game Resolution, but it doesn't stick?

I have been experiencing black bars up the side of my screen ever since I installed the game on my new Laptop. It only happened when I played TS3 and TS2. I haven't played Medieval on it yet, so I can't be sure about it in TSM.
After I snapped yesterday, I switched my game resolution to 1366 x 768 (I believe) via game options. I also tweaked all of my graphics settings. I saved and quit the game (I made sure of it - I did these changes in my Mad Max Skillz Challenge File, and had made decent amount of progress). When I reloaded the game earlier to play my dynasty, I noticed around four major changes - my resolution had reset, the game asked me about edge scrolling, Agnes Crumplebottom had a memory notification (I turn the things OFF! They are the bane of my Simming Experience, I swear), And my Age Sliders had reset from Long to Normal. All of my other options are intact. The only game related things I did in between are the following - I cleared my caches, moved some save files, cleared my screenshots, emptied DCBackup and edited my Custom Music folder. That's it.
Did I mess something up in between? I just checked - I most certainly emptied DCBackup, not DCCache. I also noticed that ccmerged.package is still in my DCBackup folder - is this because it's self-respawning, or I shouldn't delete it? I definitely emptied it, I used Select All.
I'm running Windows 7.

Have you tried putting the settings back where you want them, then save, exit, and start again?  What I mean is, has this happened more than once?

In your big "clean up", would it be possible that you deleted some file named something like "option.ini" ? If yes, that's the explanation. This is where your options are stored. Whenever you delete it, the game generates a new one with default settings.

I put them back and saved. I haven't returned since then.

In your big "clean up", would it be possible that you deleted some file named something like "option.ini" ? If yes, that's the explanation. This is where your options are stored. Whenever you delete it, the game generates a new one with default settings.

I thought about looking through that when I went through my folder. I couldn't have deleted it - my settings (other than the four that reset) were all intact... exactly as I had left them.


EDIT: I fixed it. I'm actually not entirely sure what I did though.

I think that this problem is linked to The Tutorial Almost Always starting.
In that thread, Fez suggested to clear my caches and then try again - nope, it didn't work (It came back after, yes, you guessed it, patching up to 1.29). Does anybody have some suggestions?

Additional info:
I'm running Windows 7 on my PC, I'm patched up to 1.29. I use no mods, and only one custom world (and then stuff from the Store, Swap Shop, and some patterns I've made and am testing recoloring). I have all EP's, FLS and HELS. I haven't uninstalled/reinstalled for a while, but I did a factory reset a few days ago (which didn't cause the problem, it was OK until this morning). And I'd pretty much started up my computer, and then launched Sims, nothing in between.
