Townies moving out?

My sim lives in Appaloosa plains and everytime she reads the newspaper it always says a family has moved out of town. I have never seen any townies move in town? Is it rare for new sims to move in a town? Because now I have only 4 familys living in appaloosa plains at the moment. I've been playing the game file for a while and I'm on week 9. Has anybody eles had trouble with this?

Yeah it happens a lot. Most likely in a few days (A week max) new families should start moving in. I had that towards the end of my Legacy, there were a lot of unoccupied houses and only about 5 which were all related to my Sims...
