I think they should be spawned by the game randomly but someone please correct me if I'm wrong

As far as I can tell there will never be more than four wild horses at a time and I've only ever seen one of them as a foal at the beginning of the game.  After that they just seem to randomly spawn as adult horses.

The most I have seen is seven. That is perfectly true.  There is usually one or two foals, and I believe there might be a spawner
at one of the rock/waterfall places in Sunset Valley, not sure about Appaloosa Plains or Twinbrook
