Need Help With Testing Cheats

Please help! 
I was following the directions for changing the testing cheats in the .ini file, however there wasn't anything that I found that said testingcheats. Is this something I need to type in to add? Could it be someplace else or hidden? I'm on a newer Hp running windows 7. I'm not terribly computer literate, but I thought I had a good understanding of finding a file and making a change.
