The Interrogation Chair in the quest The Incident, won't let me get it.

In The Incident, you have to pick up the interrogation chair from the Town Square.  But it will not let you.  It is in an 'open' area so you can't go into the furnish mode to put it in your inventory.  If you click on it, the only option is to lock a Sim in it.  I have not been able to find a way around this.

I suppose after you read the same thing a dozen times, you will finally realize that the instructions are saying to go to the village to pick it up.  I guess the one in the Town Square is a display model.  I'm feeling like I've had a serious "doh" moment.

However, the chair is supposed to turn up in your household inventory.  In my game it doesn't.
