Swap Shop Troubles?

I'm downloading sims from the Swap Shop. CarlosLordOfTheTacos' simself won't let me download him. It says that I need a update. Everytime I open the launcher, it says that it can't connect to the network or something, and then shows all the online stuff. Whenever I refresh the update panel, it does the same thing.
