How did this happen? (Athletic glitch)

I started a new game with a new Sim, who had the traits listed below:
Athletic, Handy, Friendly, Natural Cook, and another 5th trait I don't remember.
I decided to make a 4 story house for my Sim, and finished the first 2 floors. I got the Power Burn Station, and when I commanded him to work out on it, the bar that tells you when he's going to finish didn't move at all! I mean, he worked out for 45 hours and 55 minutes straight and I didn't even see green on the bar, even when he had the Quick Burst work tone! I decided to go along with it and his Athletic level was maxed out after the marathon workout. He had no Skill Challenges completed, as he was working out for the first time.

Example: I have a Sim that hasn't grasped the basics of the Athletic skill yet. His needs are static, and he decides to work out. He should be fatigued at 1:30 PM or so, but at 1:30 PM, he doesn't get off, and the action bar shows that it is empty. This continues until I command him to stop working out. Of course, I command him to stop after I complete all of the *Work Out for X Hours Straight* and the mastering of the Athletic skill.

Maybe it was because you made his needs static?
Perhaps the fatigued moodlet is directly related to mood, rather than workout time.

I've had my former Sim with static needs and he got fatigued.

I almost never play with needs static, but this sounds like a glitch to me.  Is this the only time you've had this happen?

A Sim will not become fatigued with needs static.  It doesn't matter what they are doing if you don't have dynamic needs they will not be fatigued.   In the three years since Sims 3 came out, I have never had a Sim become fatigued from doing anything while their needs were static so your sim getting fatigued while they were static was a glitch or you didn't actually have them static like you thought.

Yes. This is the only time it ever happened. Normally, I should be fatigued, even with static needs, since I can shift the Energy bar up to max all the time and yet the Sim gets fatigued.

Never had a sim get fatigued with needs static. She also maxed athletic that way.

Having static needs and having testingcheatsenabled on are two different things.   Static needs means that you used the mailbox with testingcheatsenabled on and chose the option to "Make Needs Static."  Just having testingcheatsenabled on allows for you to drag the needs bars whichever way you want but the needs are still dynamic because they still get hungry, tired, lonely, etc.  With their needs static, there would be no need to shift the energy bar because it would always be full no matter what they were doing.    Also, the energy bar has nothing to do with being fatigued from a workout.   I have a game of very active sims that work out every day and the ones that still get fatigued from their daily workouts never have to go to bed earlier than any of the others.   I think of fatigued as more of a muscle/adrenaline type deal than part of the energy need.

Not being fatigued with needs static is not a glitch unless you didn't actually have needs static.   Or my version of the Sims 3 is glitched all the time on two different brands of computer (mac &pc) and with two different versions (digital and disc).

Hmmm....I see now. The action bar only starts to fill up when the Energy bar starts to go empty.

For what it's worth, I have had a similar glitch before - I did not have needs static, and none of the skill challenges were complete at that time. I was somewhat worried but I just rolled with it since there wasn't much I could do (well, I could've tried resetting the sim but why would I want to do that lol). My sim went back to normal on her own a few sim days later.
