It's not just about the actual cook time.  A highly experienced chef will be able to prepare a dish for cooking much faster than a novice who fumbles around the kitchen.
OK Pam, I'll give you that one, but in theory people should know, at least basically, how to bring out a saucepan and some water (maybe salt and oil as well). ;)

In terms of handiness, I could totally understand why upgrading completely different things would have a fixed time, but I tend to think that upgrading the same items multiple times should make you much fast after the first couple. (sprinklers, anyone?)
