How to make townies?

Is there a way to make townies? I'd like to be able to make my own in CAS and then somehow turn them in to townies with skills etc that I have chosen.

You can't really make townies, but I have a few ideas for you.
If you make a sim, go in game, then give them the skills and family tree that you want, save them to the bin and put them in a fresh town using Edit Town.

Except that you can't give skills in CAS.  You can only give them traits.  They will have to be played in order to gain skills.
