Bin Sims Showing Up in Town?

I have a neighborhood where my plan has been to slowly trickle the bin sims in, just for fun, but the appearance of one all on his own made me wonder: Do bin sims get populated into the town automatically?  The light-skinned young adult with a buzz cut and the two-toned jacket became one of my celebrity sim's most frequent paparazzi.  Has anyone else observed the game using them on its own?  Will the sims I've made and saved to the bin show up on their own, too?

Occasionally, when the game runs out of pre-made sims to populate a town, it will pull sims from the bin.

My game must lack an imagination as I suspect he's not the only one, but that all my paparazzi are bin sims.  The rest are adults instead of YAs.  I don't use those as often, so I didn't recognize them at first.  Oh, well.  The paparazzi will have to live alongside their doppelgangers.  Thanks!
