I've never changed the hairstyle while planning an outfit.  It might just be something I never thought to try.  

I don't do it very often, partly because I get easily confused if my Sims keep looking different!!  However, yesterday I noticed Danetta Al-Jezeera let her hair down when she took a shower, so I quickly re-set her 'sleeping' hair to do the same.  She then puts it back up in a bun when she gets dressed in the morning.  It makes some sort of sense to me  ;D

I've never changed the hairstyle while planning an outfit.  It might just be something I never thought to try.  However, I tried it today and couldn't do it.  So, it's either been changed or it was never really available.  Using the styling station at the salon, however, does do everything at once.  I haven't tried one at home.
It definitely was available at one stage. I used to double-click on the hair area, and it was able to change. I think Jancy also mentioned being able to do this in the past.

I'm not sure when I stopped being able to do it, but when someone mentioned taking off the lock, I realised it had been locked for at least a month or two of my gameplay. I thought that was the reason why it wouldn't change, but it turns out it just won't change that way.

When I first got Sims I use to be able to do this all at once, unlock the hair for different outfits, change outfits for all occasions, makeup etc. all at one time.
At some point either with an expansion or update it did change to the change outfit first, then mirror to change hair.
I did put the styling station in the home and it does work to do it all at once, but as mentioned above, it does reset the age of the Sim which I did not know until I tried it.  The lock does have to be unlocked to change the hairstyle for each outfit if you do want a different hairdo for each.

Since a legacy character who has already eaten ambrosia is constantly being set back to her starting age, could these characters therefor use the styling station since it won't make a difference?  That could make it easier to get those elders looking good a lot faster and since they already reset their age every time they eat ambrosia what would be the difference?

Yes, tattoos and makeovers are available to dynasty sims who are immortal, but only after they have eaten Ambrosia for the first time.

I think Hosfac is right, but I'd confirm it with Metro on the official Dynasty thread if you have real doubt, Joria, and if you're shooting for the Hall of Fame.
