Placing Lots in a World?

Hello and Merry Christmas to everybody!

I have a sims 4 question, please. I am trying, really trying to play this game, and sims 2 also, they are both just sitting in my computer, collecting dust so to speak, lol but i was just wondering is it possible to place all venues (lots) in one of the worlds BEFORE i bring in the sim i want to play?

When I really want to set up my simverse before moving my brand-new sim into it, I do as follows:
(1) Start a new game and create any ole sim in CAS or choose one of the Maxis premades
(2) Click PAUSE immediately after moving your sim into the lot of your choice.
     (If you hit PAUSE right away, time will not advance so it will still be 8 am, Sunday, Week 1, when you later play your sim.
(3) Go to Manage Worlds and place all the residential, rental, and community lots you wish. 
(4) "Save" your game. I typically name this my "World Setup" file so I can reload it if I wish start a new game in the same (empty) world.
(5)  Use "Save as" to save a second file for your gameplay.
(6)  Go to Manage Worlds to select/load your sim's household.

Haha, there's lots of steps, it seems, but it's not as complicated as it appears. Good luck!
