Skin Tone Overlays vs Skin Tones?

I've never really used CC skins before and had some questions.

What is the difference between a Skin Tone and a Skin Tone Overlay?

Specifically, S-Club has a bunch of matched Skin Tone and Skin Tone Overlays and wanted to make sure I was installing them correctly.

Skin overlays typically go on top of the skin.
