University?

Happy Easter Everybody!

I am curious about the University in sims 3 and wanted to know can the university building be installed in any town you play in?  that way, a sim can attend college without actually leaving their home town?

If I understand correctly, you have to have mods for the University school to be placed and used in your Sim's home town.
