ctrl shift c isn't working I've tried everything

so I've looked everywhere i can ive even tried different games like spore ive tried a clean boot if you know anything that might be able to help please say

From my own experience, do you have any other program that uses ctrl/shift/c? My screen capture program originally used that so I had to change it.

Do you have a window (logo) key press Ctrl+Window+Shift+C

This happened to me one time. I had to add one key to the combination. It was either ALT, FN, or WIN. I don't remember which one now, but it went right before the C. I kind of think it was the windows key.
