Finwhich Fair - Participation Ribbon Only

Is winning the fair random? I just entered a magnificent death flower and an impeccable pie (with no expiration time on the pie due to the cooking aspiration reward) but ... I got participation ribbons only. Seems a little odd.

It seems to make a BIG difference if you get on the Mayor's good side.  Make friends with her, Brighten Day, compliment her outfit, just do a lot of friendly interactions.  Attempt to bribe might work, but it also might backfire on you.
