Can sims use staircase from a platform upto the next floor?

Hi Guys,

Has anyone tried to use a staircase from a platform to the next level? my sims will not use the stairs on my community lot, all are raised off the foundation by two single step platforms. The room is of medium height and the stairs are in open stairwells so there shouldn't be a ceiling height restriction?

Has anybody else had errors with the platforms at all?
