Energy Saving modes..

Does anyone know if there is a mod or something to disable the power and water saving mode its kind of annoying?

Do you mean the Power and Water Conservation N.A.P.'s, where they turn the power or water off for a day each week?  There's a cheat to repeal them:  With testingcheats on, shift-click a mailbox or voting board, and there will be an option to instantly repeal.  You can instantly enact something else in their place the same way.

Or you could shut off NAPs altogether. No mod needed.
