Slow Energy refill after starting knitting

So I chase down a bug caused by a mod, then run into a new one.  This time it is being reported on the bug report forum, and the person who started it doesn't use mods.
After starting to knit, a sim regains Energy very slowly while they sleep- like, worse than the cheapest bed you can get.
