Reading faster

I know the Bookworm trait allows a Sim to read faster. And there's an amount of books read that allows a Sim to write faster. I'm wondering if that same amount of books (I think 50?) will allow any Sim to read faster w/ or w/out the Bookworm perk? So, basically, if a Sim reads a lot of books (any Sim) will they be able to read faster? Thanks  =)
