Sims Mobile - Create a Third Sim?

Does anyone know if the third playable sim unlocks during gameplay like the second or if I'll have to purchase it to get it?

It looks like have to pay to create a third Sim. - 175 Sim cash.

I'm not finding much information on what things cost in-game. However I did find this:

Thanks, MrsFlynn. I'm getting close to that now, but there are a lot of things that can only be done with SimCash, I was really hoping not to have to wipe out my life's savings, as it were. The Simoleons in game seem to come at a pretty good, balanced rate for what things cost, but the SimCash is clearly where they expect to make their money on this game. I'm just going to have to resign myself to not unlocking or buying many things that require it, because my video game budget is tiny and I'm not going to waste it on mobile game purchases.
