Placing Community Lots in IP

Hi, I want to separate the stadium and school. When I tried copying a school from another world and placing it here, I couldn't in spite of the fact that I had the right size lot and it was marked "no visitors allowed." I just tried placing another community lot and was not able to. Are we able to place community lots in IP?
