Making a mod

So I have been trying to figure out how to make mods for Sims 4... but... will admit to not being sure where to start. So I'm gonna ask here and hope for the best.

I want to edit buffs and Needs gains from food and coffee, so I was wondering what I need to use to accomplish this and make it into a functioning mod. I would also like to know how to properly package a mod for distribution to other users so that they can also enjoy them.
