Can't catch a Salmon

Ok I swear I have more little weird bugs popping up than I know what to do with. <sigh>

I've been fishing at the Desert Bloom park frog pond in Oasis Springs for over 24 game hours and I can't seem to catch a salmon. I can SEE a salmon jumping out of the water here. I'm fishing with 2 different sims. One who is lvl 10 fishing and one who started leveling from 0 when she got here and is now level 5. Do you need to use a small or medium size fish to get a salmon or does that not matter since it's supposed to be a common fish?

Any ideas here?

We were just testing this spot, and found that we both could catch salmon without needing bait, but it is a pretty low chance. Not certain if bait increases the chances or not.

The more fish varieties a fishing spot offers, the lower your chance of catching a specific type.
If I were you, I'd go to a different spot where fewer fish can be caught.
Do you have Outdoor retreat?
As a test, I took a couple there, one with maxed fishing and the other zero fishing skill. They started fishing at the middle fishing spot on the eastern edge of the main camping ground.
The sim with L10 fishing caught a salmon after four sim-hours. The other sim caught a salmon 7.5 sim-hours later, soon after reaching Level 3 fishing.
They did not use bait, either.

Ok well unfortunately Outdoors Retreat is one of the packs I don't have. But knowing a few people caught salmon without bait is helpful. I'll look around in the different worlds I do have for another fishing spot where there are less fish and I maybe see salmon jumping more often.

@Rangervegas, try the pond all the way at the back of Desert Bloom park or the waterfall area in Sylvan Glade. I have good luck with salmon in those two spots.

The Willow Creek fishing spots (except the Commercial district) also have fewer fish but offer salmon, like across from the Oakenstead house or behind the Goth residence.
