Moods and City Hall and Try For Baby

A couple of random questions -

First is, I can no longer go to City Hall to change my Sim's name. I've tried it with single Sims, married, male, female, founders, and moved in townies. And different game files. Is this a new thing I've missed, or a glitch on my end?

Secondly, what all affects the mood meter? Needs and Moodlets, obviously, but anything else? I decided to try a Legacy/Dynasty challenge, and after my founder got married, they both suddenly had their mood meters in orange/red zone. All needs maxed or close to it, no negative moodlets. I've had to reset them 4 times now. And when Mr Founder goes off the lot, his meter dips to rock bottom.

Third (and lastly ;D), what about the Try For Baby? Both Sims under my control, one tries, other rejects. Change Sims, same thing. Again, needs maxed or close to it, no negative moodlets, relationship filled all the way.

The only time my Sims mood is in the orange or red,when all their needs bars are maxed,is when a family member dies.
I have never tried changing my Sims name at city hall so sorry I cannot help there.

From the discussions I have read on the forum, I would say it is a game glitch for you.  Try opening and playing a completely new game and see if the above problems persist.

I can confirm the City Hall applies to pretty much all of my games now.

I'll restart the challenge for the other 2 issues - Gen 2 has just been born, so no big loss there.

I'm just going to pray this doesn't mean I need to reinstall to fix the City Hall issue. That'd just make my boyfriend quite happy and he'd find some way to keep me off Sims and on our mmorpg. :(

This may be a tiny tip, but with the changing your sim's name, I have thought it was not working when actually I was trying out of work hours. You can only do it during normal weekday hours - like the consignment shop.

When are you trying to change the name?
Because you can only change it during working house (I don't know if you can change it on a weekend).

Sometimes the mood meter can be red or yellow without obvious reasons if your Sim has the grumpy trait. If they don't have that trait, I'm unsure sorry.

Before you try and make them 'Try for baby', have you made them interact to the point of 'extremely irresistible'? Sometimes you need to work your way up to that stage before they will agree, at which point the option of woohoo will come up.
Sometimes Sims won't try for babies unless they're engaged or married as well.

This happens to me too. During all my earlier player experience the meter would still be green when there were no positive moodlets as long as the needs were good enough, but after I re-installed my game a week ago, the meter goes into the yellow instead. Apparently many others are experiencing this (I think there's a thread on it on this forum?), so just another bug I suppose. Not really that annoying anyway, my Sims usually always have some kind of positive moodlet.
Try For Baby, the only thing I can think of is that the Sims aren't cuddly enough with each other yet. I think I also recall someone saying something about Sims with the Dislikes Children trait don't like to Try For Baby, but regard that as a rumor as of now, I have no confirmation of this as I've never played those Sims. Their needs/mood may also be the problem.
City Hall, I had no problem changing my Sim's name a week ago (as I had foolishly forgotten to change her name as she was cloned from another Sim in CAS), just make sure you're there during office hours (as others here have mentioned).

Well, the name change thing worked on a Wednesday at 2pm.

Go figure, you can register as self employed at 2am, but EA forbid you name change at 7pm  ;D

Still not sure on the mood, I put in more windows, they got a view of Bourdeaux's garden. Then they were happy (but Christopher Steel doesn't like going off lots, for some reason).

Not sure what causes the baby bug, but they just became the proud parents of Chardonnay, so I won't worry about it.
