Lakes inaccessible after winter

Whenever I go from winter to spring, all the lakes and sea become static. I can't interact with them in any way, not to swim, not to fish, not to do anything.

There's only one interaction that pops up when I click on the water: "Nraas." That's only because I have some of his mods installed. There's no option to fish here, swim here, or do anything.

Have you tried to increase the temperature with Tempest ? Have you tried to duplicate the save to reset weather in the duplicated save ?
I wonder if DebugEnabler has a command for this. I can't check right now but I think it's worth taking a look in the DebugEnabler menu (and if you don't have it, to install it).

I highly doubt the temperature is the problem. The lake isn't "frozen" per se. During winter, I'm given the option to ice skate on it.

I can't even do that!
