I noticed it yesterday and thought it worked on all plants but it only seems to do two plants for every one command.  Yet still that's way better than it was before and I was wondering if it was something other people were noticing at all or if I should be worried about my game file.

I'm seeing the same thing. Two plants for every interaction. I'm not complaining. Now if only we could get an evolve all button.

The same thing is happening in my game. However, for the Freelance Botanist aspiration, the game isn't counting the "Evolve 5 plants" correctly anymore.
The count doesn't increase by one with each plant evolved. So that's a downside, for sure.

It could be a feature, and a bug. I haven't gardened recently, but ever since last year, things like tending the garden, watering, and weeding would not always cover all the plants in the garden, even though they were supposed to. Maybe, evolving became a multiple action, but the bug prevents it from applying to more than two plants.

This. It took quite a few plants to actually get the 5 needed to count. I'm playing with vampire mods at the moment so I had just assumed it was them causing problems so it's a bit sad to realize that it is a base game issue. Least it isn't actually game-breaking and gardening and completing the aspiration is still possible.

I am having same problem.
The thing that is also annoying about it is that you never know which two that will be
combined - so my sims constantly are waving their hands because I have told them
to evolve a plant they now already have evolved.

It is not always so logical which two they do together. It can be one further away and
a whole other species.

It's not necessarily just two, it works kinda like the "harvest all" interaction, or other interactions that handle multiple plants. My sim typically evolves all, or nearly all, the plants that need evolving.

The same thing is happening in my game. However, for the Freelance Botanist aspiration, the game isn't counting the "Evolve 5 plants" correctly anymore.

Tell the sim to evolve a plant. Cancel as soon as that plant is evolved. Rinse and repeat.

The problem happens because evolving plants — like any gardening task that can affect multiple plants — is now two interactions, one for the plant we first clicked on, and another one autonomously done on other plants in range. But the goal is only registering the first interaction, the one we manually ordered the sim to do. By only allowing the sim to evolve one plant at a time we only use the interaction that is correctly counted.

@DarkWalker

Well that's a brilliant solution that I never even considered!
Sigh, no more drinking coffee and mindlessly watching my sims garden, lol.
Thanks for so much for the tip!

@DarkWalker I've been doing this for a while now unfortunately it doesn't always work 100% of the time and the sim often goes on to evolve the cancelled plant too but even with this gardening bug it is still possible to clear the 5 plant requirement with around 7 plants or so. I'm guessing it won't be fixed anytime soon wither as I can't imagine it being very high on the bug list. Who knows though, I may be pleasantly proven incorrect.  :)

Ooooooh, I was reading this thread thinking "weird, I haven't seen this" until I read that. Here I thought it was my mistake, I must have accidentally queued up the same plant twice (multiple times), but it makes sense if he was actually evolving more than one at a time.

Which reminds me, I need to do a proper bug report on it.

In the mean time, if anyone wants a fix, the attached file should fix the bug.

Thank you so much for the fix @DarkWalker  :)  :) (Looks for thumbs-up emoji!)
