All I can think of is two possibilities:
1. Maybe you forgot to install the content? Just placing the content in the downloads folder doesn't work, you need to install them through the launcher as well.
2. If you're someone like me who is very eager to clean cache files, be sure to leave the files in DCBackup folder alone for the first time you run the game after installing anything via launcher. The ccmerged file doesn't otherwise get updated with the information if you don't run and save the game once first.
