You know something? When I was in edit town and clicked on a couple of the "missing" lots, the preview of the lot showed a bldg, but when I actually loaded the lot it wasn't there so now this makes me wonder if the bldgs are a separate d/l? Not sure why he would do that, but it's a possibility.

It could be a downloadable building of some sort. If EA can do that with say the Lucky Palms Casino. I'm sure others can do it too. I'm thinking to lessen the file size of the town/world file?
