Roof top bar

If I have a room top seating area.
1)will I have to have a waiter and cook for up there.
2) Will patrons actually go up there to eat/ drink. Don’t want to waste my time.

My restaurant is called Cloud E Daze and has a cloud lighting with pink hue lights for theming.
Has a patio but I want to expand the fun and make a roof top bar.
Will patron sit and drink without tables?
Is there a dance floor?

I believe your staff will come up and serve them, because I've seen multi-level restaurants work that way before.  It shouldn't make a difference that it's a roof and not a second floor.  Dance floors were introduced in Get Together, so they're a thing but you need that pack.  If you put stools in front of the bar, patrons will sit on those and drink, and sometimes drink standing up, but they do prefer a place to sit.  They do need tables to be served food though.
